This is apparently L.J. Scott's sole contribution to "official" Doctor Who canon.
I thought it funny to have a Doctor Who tale take place in fairly contemporary New York City. Imagine Martin Scorsese directing a story for the show. "Jamie and I could never be made because we had human blood, didn't even matter that my Mother was Pythian."
The Doctor, Jamie, and Victoria surveil the New York Supplementary Education Institute. Unbeknownst to them, a man named Edward is doing the same thing. It seems that people enter the Institute to take classes but seem to get consigned to perpetual after school detention and never return.
Not bad but things got resolved a bit too quickly. I do like Jamie referring to cars as beasties, though.
