I did not expect this. The TARDIS crew has been captured by some anonymous Mr. Big type and, because they've been bad, have had their faces removed. A poor soul - a woman who was addicted to drugs and had her children taken from her - has been hired to take the faceless ones to a tattoo shop once a week to have facial features painted on them.
It's a short Short Trip with an utterly bizarre premise that ends with our heroes still quite imperiled. Stephen Cole must have been huffing Ubik when he wrote this. A thoroughly enjoyable dose of the weird and unexpected.
